Republican Sen. John McCain (Ariz.) said Friday during an interview with CNN that Mexico will not pay for President Donald Trump's proposed border wall. "That's the way I look at it", Secretary Kelly said.

He also laid out a rough timeline for the massive project, saying he hoped the wall would be completed within the next two years. But he said the White House is working with Congress on the timetable. Kelly described how the wall "will take a multi-layered approach".

"I suspect I have a pretty good idea, but there's nothing like talking to the men and women that get dirty every day doing the nation's work", Kelly added.

Estimates vary for how much the construction of such a wall would cost.

But, shortly after signing the executive order, honouring one of his key campaign pledges, the President confirmed it will be built using U.S. federal funds, adding Mexico will reimburse the full costs.

One thing that could speed up construction is the 650 miles of metal barriers and fencing that already exists along the border, the Associated Press reported.

'And I think this very rapid succession of decisions, I don't think the American public is really all that used to people making decisions, ' Kelly continued. When he got a cold call from the Trump transition team, Kelly and his wife had no reservations.
