The Senate voted 51-49 to confirm Rep. Mick Mulvaney of SC as the government's new budget chief Thursday, less than two weeks before the president is expected to present a pared-down "skinny" budget to Congress at the end of the month.

Mulvaney's poor record on national-security issues is at odds with Trump's promise to rebuilt the USA military, said McCain, the influential chairman of the Senate Armed Services Committee.

Any one of the 100 senators could still change their position on Mulvaney before the vote, but there were no fresh signs of that happening following Cochran's decision.

McCain voted to advance Mulvaney, though he made his opposition clear from the Senate floor.
