Congress exchanges fireworks with BJP over govt formation in Goa, Manipur

Goa Governor Mridula Sinha on Sunday appointed Defence Minister Manohar Parrikar as the new Chief Minister of Goa.

Mr Parrikar exuded confidence that the BJP would prove its majority on the floor of the House on March 16. Rahul congratulated the BJP for its victory in the state, but accused it of polarising voters.

The Bench said it could even dismiss the petition filed by the Goa Congress Legislature Party leader Chandrakant Kavlekar for not impleading Mr. Parrikar as a party in the petition.

Jaitley also cited several precedents to support the decision of the governor, including the 2013 verdict of Delhi Assembly polls where the BJP won 31 seats but the Aam Aadmi Party with 28 MLAs with support of Congress was invited to form the government. "But the fact is that they won the election", he said.

India's main opposition party Congress suffered another jolt after failing to secure four out of five state elections, as the Supreme Court on Tuesday rejected its petition to stay the swearing-in of the new BJP government in Goa.

Senior counsel Harish Salve, appearing for the BJP, argued that the governor was convinced that Parikkar had the support of three Maharashtrawadi Gomantak Party (MGP) legislators and three from Goa Forward Party (GFP).

A day after Goa threw a hung assembly, Parrikar met the Goa governor along with other BJP MLAs staking claim to form a government in the state.

In an unanticipated turn of events, Congress turned out to be a single largest party in Goa as opposed to what the exit polls suggested.

Rahul said the Congress's fight with the BJP was an "ideological fight" which, he added, will continue. He is set to meet Governor Dr Najma A Heptulla to formally stake claim to form the government.

As per local media reports, the NPF - which was the first to offer support to the BJP soon after the results were announced - has demanded a cabinet ministerial berth for its MLA L. Dikho, besides the posts of parliamentary secretaries to three other MLAs. It only directed the fledgling Goa government to confirm its stability via a floor strength on Thursday.

When contacted, Mr Gaonkar said, "I have given my letter of support to the BJP-led government".

Asked about suggestions that Gandhi was not the leader the Congress was looking for, Chaturvedi said: "I have to observe some constraints and restraints". The Justice M.M. Punchhi Commission on Centre-State Relations in 2010 laid down some guidelines to be followed in the appointment of a chief minister by a governor.
