The woman was stopped in her auto at Washington and Independence avenues and a short foot chase followed before she was taken into custody.

During the pursuit and arrest, "shots were fired", U.S. Capitol Police spokeswoman Eva Malecki told reporters at a news conference Wednesday morning.

Capitol Police said a driver struck a police cruiser near 1st and Independence Avenue and tried to run over officers, CBS radio affiliate WTOP reports.

"During the attempt to arrest the suspect, shots were fired, however no individuals were injured during the arrest", said Malecki. There are no indications of terrorism so far, police said.

Everett's aunt told News4 the young woman is bipolar. Her young daughter was inside the vehicle at the time and was unharmed.

One picture spread on Twitter shows police officers hunched over something on the ground with more police rushing to join them. The windows of the woman's dark-colored Chevrolet sedan, which has Maryland tags, had been shot out.

The suspect was apprehended at 3rd and Independence Ave, and has been taken into custody.

"At some point, Capitol police apparently fired shots, but no one was struck", the Metropolitan Police Department said in a statement. The witness, on Capitol Hill to visit lawmakers, declined to permit her name to be used.

Capitol Police are investigating the incident, she said.

Dozens of police cars swarmed the area, and Independence Avenue between Washington Avenue and 1st Street SW is still closed. The public is asked to avoid the area.

Police pursued the vehicle after it attempting to flee, almost striking Capitol Police officers and eventually hitting another vehicle. The child was not hurt. Her family filed a wrongful-death lawsuit against the Secret Service and Capitol Police. Police in Stamford, Connecticut, said Carey had reported that she believed former President Barack Obama had her under surveillance.
