And so what it ended up doing was sort of splitting the baby. They contend letting insurers offer plans with fewer benefits would allow people to buy cheaper insurance if they don't want to be covered for services like maternity care.
Under the amendment, states could obtain a waiver from a part of the Affordable Care Act that prohibits insurers from charging higher rates to people with pre-existing conditions.
