The water quality report, which was released by Natural Resources Defense Council, says that 7.5 million Floridians received water containing risky levels of arsenic, lead and other chemicals through public water systems in 2015.

Some of the violations include not doing mandated testing, failing to issue consumer-confidence reports or a failure to report various issues identified during the testing process, the report says.

"Our review of EPA data found that almost 77 million Americans are served community water systems that have violations".

Georgia ranks fifth among states with the most drinking water violations.

"I appreciate pushing for public health protection, and we're all on the same page with that, but it doesn't do any good to present this information in a way that's created to mislead", Hajna said.

In addition, the organization is advocating for better methods to detect water issues and tougher enforcement of water safety violations.

"Atlanta is a very large system and so, they likely have many professionals on staff who keep up with the rules", said Mae Wu, the staff attorney in the NRDC's health program.

"There's no cop on the beat enforcing our drinking water laws and we're living on borrowed time with our ancient, deteriorating drinking water infrastructure", Olson said in a statement. In 2009 -2010, the most recent data available, there were 33 drinking water outbreaks reported by the Centers for Disease Control.

Texas led the nation with the most health-based violations, affecting 4.9 million people.

The data was drawn from EPA records collected throughout 2015. The act allows the EPA to make rules and standards for which the water systems would abide by.

The EPA is supposed to establish a standard for perchlorate in the next couple of years, Olson said.

"When they transition to discussing the most number of health-based violations, we're not on that list".

That problem figures to get worse as Trump has called for drastic cuts to the EPA.

It appears clear the federal government won't be stepping up to fill the funding gap anytime soon, even after the lead crisis in Flint, Michigan, shined a national spotlight on drinking water concerns.

The solution put forward by the authors is to invest broadly in water infrastructure, replacing old pipes and building new cutting-edge treatment facilities that ensure healthy water for residents.

The EPA estimates that the government would need to spend almost $400 billion to upgrade water infrastructure. Environmental and health advocacy groups have long argued that not only does the EPA fall short of enforcing existing regulations, they say the agency needs to write additional regulations for new toxic chemicals, metals and bacteria.
