Trump's budget director defends plans to cut social programs

The submission will set off months of debate in Congress. Democrats have already voiced strong opposition to the plan, and even Republicans are wary of the political dangers in Trump's draconian cuts.

Mick Mulvaney, who's chiefly responsible for the Trump administration's budget, is now pretending that the double-counting gimmick doesn't exist. They want to know whether it would meet a pledge he made shortly after the election that there would be "no absolute tax cut" for the rich.

Essentially, the tax cuts would need to earn $4 trillion, not $2 trillion, to come close to balancing.

"When you say cut are you speaking Washington or regular language?" And it's where those cuts are coming from that has some lawmakers anxious.

Mnuchin has urged lawmakers to move quickly to remove investor doubt about any potential default.

America is headed toward bankruptcy because it has become a welfare state where increasing numbers of people are dependent on government for the basics of their lives.

"I really appreciate that that's the first balanced budget - even though it's over 10 years - that I've seen from a president in a long time", said Sen.

They point in a direction supported by many of Mr. Trump's followers, but practical politics will likely restore numerous cuts and lead to increases in Mr. Trump's spending plan. On Tuesday, Rep. Hal Rogers (R-KY) criticized the budget's impact on poor people, saying in a statement that "the proposed cuts to some federal programs are not mere shavings; they are rather deep and harmful to my district spanning Kentucky's Appalachian region and other rural, impoverished parts of the country". "In fact, that's Trumponomics", he said in his opening statement, arguing that the nation will never pay off its "crushing debt" unless the US achieves a growth rate that economists across the ideological spectrum say is nearly impossible to achieve.

"Growth cures so many ills", Mulvaney told Smucker.

Trump's budget would squeeze additional savings beyond that, but congressional aides say how much is not exactly clear.

Mnuchin had previously advised that the deadline to for Congress to act - and avert a first-ever default on US obligations - was sometime in the fall.

Some conservative and moderate Republican lawmakers abandoned their support for the measure and crafted new language for a revised bill that narrowly won House approval.

Obama's more optimistic projections were for the period when the economy was still climbing out of the depths of the recession and had room to grow. She also said the budget "zeros out" federal funding for the Hawaiian Housing Block Grant, the Native Hawaiian Loan Guarantee Program, and cuts Native Hawaiian Education programs by $33 million. He said less money isn't being spent during one year as the year before. Clark replied, "I am shocked".

The president does not touch the third rail of entitlement programs - Social Security and Medicare - but does cut $800 billion from Medicaid over the next 10 years.

Former Congressman and House Budget Committee member Mick Mulvaney returns to the House Budget Committee today to testify on the details of Trump's 2018 Budget.

White House budget director Mick Mulvaney told a separate House panel that the reason for the new deadline is that "receipts now are coming a little bit slower than expected".

The budget does feature a handful of domestic initiatives, including a six-week paid parental leave program championed by Trump's daughter, Ivanka, that would be designed and financed by the states through cuts to unemployment insurance.

On Capitol Hill, Trump's budget won polite praise from some Republicans, but Democrats were dismissive.
