  • White House official: Trump plans to pull US from Paris deal

The accord, agreed on by almost 200 countries in Paris in 2015, aims to limit planetary warming in part by slashing carbon dioxide and other emissions from the burning of fossil fuels.

Pelosi says most Americans - regardless of political affiliation - want clear, decisive action to arrest the effects of climate change. He has apparently been pondering what to do about that promise since the November election.

Trump will announce his decision on the involvement of the U.S.in the accord on Thursday. Axios news outlet, which first reported the withdrawal, says that this is now being managed by a team which includes Scott Pruitt - the leader of the EPA who believes climate change is not real, wants to replace scientists with industry reps, and thinks Carbon dioxide and global warming have nothing in common. If the US does leave, he said, the Europe Union should seek ways to balance out the economic advantage that USA companies might have from the absence of climate regulations.

Steffen Kallbekken, Research Director at the Center for International Climate and Environmental Research in Oslo, called Trump's move "monumentally irresponsible".

News of Trump's expected decision drew swift reaction from the United Nations.

"The big question is whether a US withdrawal would lead to USA investors and utilities actually starting to build new plants that commit to high future emissions", said Myles Allen, professor of geosystem science at the University of Oxford's Environmental Change Institute. The Paris deal "really put an extraordinary burden on the American economy while allowing some countries around the world like China and India to literally go a decade or more without any accountability for reducing C02 emissions", Pence said.

As the world's second-biggest polluter after China, a move by the U.S.to scrap the accord involving nearly 200 nations would pour hundreds of billions of tons of carbon dioxide into the atmosphere and speed up the warming trend already taking place.

Canada's emissions amount to about 1.6 per cent of global greenhouse gases.

"We deem the momentum generated in Paris in December 2015 irreversible, and we firmly believe that the Paris Agreement can not be renegotiated, since it is a vital instrument for our planet, societies and economies", wrote French President Emmanuel Macron, German Chancellor Angela Merkel and Italian Premier Paolo Gentiloni.

News of Trump's expected decision drew swift reaction from the United Nations.

Withdrawing from Paris would leave the USA alone with Russian Federation among the world's industrialized economies in rejecting action to combat climate change.

But Trump's chief White House economic adviser, Gary Cohn, told reporters during the trip overseas that Trump's views on climate change were "evolving" following the president's discussions with European leaders.

McKenna told the Canadian Press the rest of the world doesn't intend to sit and wait for Trump. Framing his decision as "a reassertion of America's sovereignty", Trump said he was "elected to represent the citizens of Pittsburgh, not Paris".

"They're going to make their own decision, but we all need to be moving forward".

"It also makes the United States an outlier among the world's nations, almost all of whom support the climate change accord", it said. It is absolutely essential that the world implements the Paris Agreement on climate change.

Before being sworn into office, Trump told The New York Times in a November interview that he was looking at the climate accord "very closely" and that he has "an open mind to it".

"But even if the government decides to leave the Paris agreement, it's very important for U.S. society as a whole - the cities, the states, the companies, the businesses - to remain engaged", he said.

In a joint statement issued following talks in the Spanish capital between Indian Prime Minister Narendra Modi and Spanish counterpart Mariano Rajoy, the two countries said taking action on climatic change was a priority for both nations. "You saw that at the G7".
