NEW ORLEANS (AP) - Tropical Storm Cindy formed Tuesday in the Gulf of Mexico, hovering south of Louisiana as it churned tides and spun bands of heavy, potentially flooding rain onto the central and eastern Gulf Coast. Officials in various coastal Louisiana and MS communities handed out sandbags as rain threatened low-lying areas along rivers and bayous.

Meanwhile, southeast of the Gulf of Mexico, tropical storm Bret was becoming disorganized and was expected to degenerate into a tropical wave later June 20 or 21.

"It's not so uncommon to get a named storm in the Atlantic during June", Weather Underground said, noting Colin and Danielle developed during the month in 2016 and were the earliest C and D storms on record. The storm's maximum sustained winds were 40 miles per hour as it moved to the northwest at 10 miles per hour.

At the Escatawpa Hollow Campground in Alabama, near the Mississippi State line, owner Larry Godfrey was prepared for flooding that would add to the woes of a rainy spring.

Storm surges are expected of 1 to 3 feet above ground level and possible tornadoes from south-central Louisiana to the western Florida Panhandle.

Storm Surge Watch: The possibility of life-threatening inundation from rising water moving inland from the shoreline somewhere within the specified area, generally within 48 hours, in association with an ongoing or potential tropical cyclone, a subtropical cyclone, or a post-tropical cyclone.

Bret impacted Trinidad and Tobago with heavy rain Monday night and continued to affect the northern coast of Venezuela.

Tropical Storm Bret continues to form, but it will most likely not be a threat to Houston residents, according to a message from the Harris County Office of Homeland Security and Emergency Management. Venezeula's government discontinued a tropical storm warning for Isla Margarita.

Heavy rains and rough surf will hit the three nearby countries in the coming days before the storm system fizzles.

The Louisiana Offshore Oil Port LLC said on Tuesday it had suspended vessel offloading operations at its marine terminal as it monitors the storm system.
