Officials also disagreed about the likely impact, with some arguing balance sheet reductions were effectively a substitute for rate increases, while others predicted only a modest economic impact.
On the other side of the Fed's dual mandate, the jobless rate declined to a 16-year low in May of 4.3 percent, beneath most Fed officials' estimate of the maximum use of labor resources. The Fed foresees one additional rate hike this year without specifying when that could occur.
Cramer said he still expects to see a rate hike in September. The rate-setting committee is next scheduled to meet to decide interest rate policy on July 25-26.
