According to sources, the new warrant was issued in an effort by the FBI to investigate ties between Trump campaign associates and suspected Russian operatives. It may have picked up information relevant to the ongoing probe into Russia's election interference, but CNN's sources caution nothing conclusive was acquired.

The pre-dawn raid on July 26 focused on documents and other materials at Manafort's home in Virginia.

Federal investigators obtained the authorization for the surveillance from the secret court that manages matters related to the Foreign Intelligence Surveillance Act (FISA) some time after the FBI began investigating Manafort in 2014, according to CNN. In August of previous year, Manafort resigned as Trump's campaign chairman following a separate Times report that said he received $12.7 million in undisclosed payments from the Ukrainian group, according to a handwritten ledger.

The reported surveillance, granted under a court warrant, occurred both before and after the 2016 election. Instead, investigators needed only to show justifiable suspicion that Manafort may have been working as a foreign agent. Michael T. Flynn, the former national security adviser, is being scrutinized for foreign lobbying work as well as for conversations he had past year with Russia's ambassador to the United States.

That is miles away from the president ordering the surveillance of a political opponent, presumably without a warrant-an egregious abuse of power and possibly a felony.

While Manafort resigned from the Trump campaign in August of previous year, after only five months on the campaign, he continued to speak with Trump after the Republican took office. CNN notes that Trump and Manafort continued to communicate for months after Manafort left the campaign, even after the FBI investigation into the former campaign manager became public knowledge. Manafort has denied that he knowingly had contact with Russian agents. The warrant must be approved by top officials in the Federal Bureau of Investigation and the Department of Justice.

According to The New York Times, which cited two people it said were close to the case, us agents informed Manafort on September 18 that they planned to indict him when they raided his home in Virginia in July.

That's part of a scorched-earth strategy on Mueller's part, detailed in The New York Times Tuesday.

"Mr. Manafort is under investigation for possible violations of tax laws, money-laundering prohibitions and requirements to disclose foreign lobbying", The New York Times states. Or if they were listening in the final days of the campaign.
