Karen Jarmoc of the Connecticut Coalition Against Domestic Violence said her organization can not take a position on if Esty should resign, but stated, "There were some serious missteps around how this was managed and, specifically, in relation to holding an offender accountable and insuring there was support and resources for a victim". Esty, who was facing calls to resign from prominent CT politicians from both parties, wrote in a Facebook post that she had decided it was in the best interest of her constituents and her family to retire from Congress at the end of the year.
"Too many women have been harmed by harassment in the workplace", Ms. Esty said in a statement.
As a result, Esty said she will leave Congress when her term ends in January.
"Although we worked with the House Employment Counsel to investigate and ultimately dismiss this employee for his outrageous behavior with a former staffer, I believe it is important for the House Ethics Committee to conduct its own inquiry into this matter", Esty said in a written statement, acknowledging "it certainly was far from a ideal process".
According to the Hartford Courant, Esty reportedly turned the matter over to lawyers to conduct an internal investigation rather than fire or suspend the man immediately. Baker, through friend and spokesman Andrew Ricci, denied he punched Kain but did not challenge her other allegations.
At an all-staff meeting late in summer 2016, former aides say, a cryptic Esty addressed Baker's departure.
Elizabeth Esty was a former U.S. representative from Connecticut's 5th congressional district and was elected in 2012. A graduate of Harvard University in 1981, she earned her law degree from Yale Law School in 1985. She defeated her Republican opponent by 16 points in 2016.

The drumbeat of prominent Democrats calling for Democratic Congresswoman Elizabeth Esty to resign got louder on Monday. The Democratic Congressional Campaign Committee expressed confidence it will remain in Democratic control. "I implore the Senate to act now to pass meaningful reform".
Esty's decision not to run for re-election opens a competitive seat in the north-east.
Esty had staved off calls to resign for days following the report.
Before her announcement Monday evening, Esty also sent out a "dear colleague" letter to fellow members' offices, writing that after she learned about the issue in spring 2016, she "demanded counseling for my offending, then-Chief of Staff and. launched an internal review of management policy and practices and an investigation into what was going on in the office". Cathy Osten (D-Baltic) is Deputy Senate President Pro tem and added, "My stance is still that I would ask, respectfully ask, that the congresswoman take into consideration what I and other Democrats are asking and that she resign".
In an approximately 300-word statement on Facebook, Elizabeth Esty seemed to admit that she mishandled the situation.
This statement comes after certain media reports revealed that she kept her then chief in staff Baker on a payroll for months even after a former staffer Anna Kain had levied sexual harassment charges against him in 2016.
