The changes reflect the recommendations made in April by the Rice Commission and will target summer recruiting camps, agent access for players and stiffer penalties for rule breakers.

With the growing trend of college players declaring early for the NBA Draft with little to no chance of getting selected, there is at least a back up plan coming into place now.

The Indianapolis-based governing body for college sports announced Wednesday that its Board of Governors and Division I Board of Directors had adopted a "series of significant policy and legislative changes" as part of an effort to "fundamentally" change the NCAA's structure. While that may seem like a big deal on its face, the fact that it's. One of those reported criteria is that the player was invited to and participated in the NBA Combine.

According to an ESPN report from March, the National Basketball Association was exploring getting rid of its age requirements that state a player had to be 19 years old or one year removed from his high school graduation to enter the draft.

USA Basketball doesn't have the infrastructure or interest in accepting the role of evaluating the nation's top prospects for selecting a yet-to-be-determined number of players who will annually be allowed to sign with agents at the end of their junior years, sources told ESPN.

The agents, who must be certified by the NCAA, can assist players in making informed decisions about turning pro, but can only be hired at the conclusion of a season and have no financial ties to the players aside from small travel and meal expenses related to the draft. The agent's work would stop if the player enrolls in or returns to college.

"There's a lot of stuff that needs to be worked out", Calipari added.

"My question is, what if there are no scholarships at that school because they gave the scholarships away because they thought he was leaving?" "What does that kid do now?"

The NCAA also created new rules on when college coaches can see athletes. The NCAA would establish a fund to help schools that financially would struggle to meet this requirement. The NCAA says that will save time since investigators would no longer have to independently confirm information outlined by other agencies or outside investigations.

University presidents and chancellors must contractually agree to cooperate with investigations and infractions process.
