Nuclear diplomacy later stalled due to suspicions over how honest North Korea is about its disarmament pledge, but U.S. Secretary of State Mike Pompeo is to visit Pyongyang this month to set up a second summit between President Donald Trump and North Korean leader Kim Jong Un.

Prior to denuclearization, however, Kim wants to secure a joint statement declaring an end to the 1950-1953 Korean War, which was never formally ended with a peace treaty.

Jacqueline R. McAllister, assistant professor of political science, noted that while a bilateral peace agreement could be signed between North and South Korea, an agreement that effectively addresses all issues related to the Korean War would be harder to reach.

"While surely Pompeo and Kim won't be able to create the complete agenda for a second summit - or achieve a massive breakthrough in one meeting - their talks can explore if such a meeting is viable and what both sides might be willing to compromise on".

In a press briefing on Tuesday, State Department spokesperson Heather Nauert said that Pompeo will talk with North Korean leader Kim Jong-un, on Sunday, Xinhua news agency reported.

He also reiterated that United Nations sanctions on North Korea should "continue to remain in place" until it denuclearises.

What Happened: South Korea is pushing for the United States to reach a compromise with North Korea by accepting the verified closure of the North's Yongbyon nuclear facility in exchange for officially declaring an end to the Korean War, The Washington Post reported October 3. In recent weeks, North Korea has demanded nearly daily that the United States sign an end-of-war declaration.

North Korea had earlier demanded the U.S. take steps to secure Pyongyang's trust before its denuclearization.

On Saturday, Trump lavished praise on Kim and said they had fallen "in love" after exchanging letters. "As you know, Kim Jong Un wrote a handsome letter and asked me for a second meeting".

"We're hopeful. We're working toward that goal", Nauert said of the 2021 timeline.

That marked a resumption of negotiations stalled over a lack of diplomatic progress since Trump's historic meeting with North Korean leader Kim Jong Un in June. At the time, Trump said there hadn't been enough progress on denuclearization.

"What North Korea has indicated is they will permanently dismantle their nuclear facilities in Yongbyon, which is a very big part of their nuclear program", Seoul's Foreign Minister Kang Kyung-wha said in an interview with The Washington Post.

After the talks in Pyongyang, Pompeo will head later Sunday to Seoul, where he will meet President Moon Jae-in, a dove who has helped spearhead the reconciliation efforts with North Korea.
