He referred to Abrams' concession, but she insisted her speech wasn't one of concession.
The Abrams campaign has almost three dozen lawyers working on the potential case and considering other legal options.
Abrams accused Kemp of using his position as Georgia Secretary of State to interfere with the vote - an allegation he has strongly denied.
